i) The test will be of two hours duration and the medium of question paper will be English only.

iv) The general level of question paper will be that of M.C.A./B.E. programme in Computer Science/Engineering of Indian Universities.

ADMISSION CERTIFICATE-CUM-ATTENDANCE SHEET:

. Immediately on receipt of the Admission Certificate, the candidate should check it very carefully and

candidate should note that the two columns i.e. column (iii) & (vi) in the Attendance Sheet must be

carefully filled in. The candidate should also paste a copy of a recent photograph on the Attendance

Sheet duly attested by a Gazetted Officer.

. The candidate must bring the Admission Certificate-cum-Attendance Sheet to the test venue. After

registration at the Registration Desk, the candidate must hand over the portion of Attendance Sheet

to the Registration Desk Personnel.

. After registration, the candidate would be allocated Lab Number and Computer Number.

TEST LAB RULES

· No candidate will be allowed to leave the Test Lab during the test.

· No candidate is allowed to leave his/her seat without permission of the invigilator.

· Candidate should sign the Attendance List provided by the invigilator.

ITEMS ALLOWED AND NOT ALLOWED

· The candidates are advised to bring their own pencil and pen containing blue or black ink.

One paper shall be provided for rough work.

· ELECTRONIC OR ANY OTHER TYPE OF CALCULATORS, LOG TABLES, SLIDE RULES,

CELLULAR/MOBILE PHONES/PAGERS OR ANY OTHER EQUIPMENT CAPABLE OF BEING USED AS A

COMMUICATION DEVICE ARE NOT ALLOWED INSIDE THE PREMISES WHERE THE TEST IS BEING

CONDUCTED. ANY INFRINGEMENT OF THE ABOVE INSTRUCTIONS SHALL ENTAIL DISCIPLINARY

ACTION INCLUDING BAN FROM FUTURE TEST.

· Candidates are advised not to bring any valuables/costly items to the test lab, as safe keeping

of the same cannot be assured. Commission will not be responsible for any loss in this regard.

INSTRUCTIONS DURING THE TEST

Test time period is: 120 minutes i.e. 2 hours.

Before the Test, the candidate will be asked to read the instructions. Immediately after reading of

instructions, the log-in page for the test will appear. Candidates will have to enter their roll number as user ID

and password announced by the invigilator in the Test log-in page.

The candidates need to immediately start the Test by entering the Password as soon as it is

announced by the Invigilator.

The candidates should not click on the option “show list of any unfinished assessment” while

logging in for the first time.

In the event of the Test being disrupted, the candidate should immediately inform the invigilator.

The invigilator will help the candidate to re-login to the test by checking on “Show list of any unfinished

assessment” on login page within the stipulated test time.

Numbered list of all questions will appear at the right side of the screen.

Keep a close watch on “Time Left” while appearing for the test.

Question once attempted, it would be final. However, answer can be changed at any time during

the Test.

This test carries negative marking. For every wrong answer, 0.33 marks will be deducted.

The ‘submit’ button would be activated only when you have viewed all the questions at least once.

You will be automatically stopped from answering questions when the time of test is over and the

test will auto-submit.

Candidates should not carry any books, paper, mobile phone or any other electronic item to the test

venue. UPSC will not be responsible for the safekeeping of such item.

Impersonation (to assume the identity of another with intent to deceive) and Plagiarism (the use and

submission of other people’s work for assessment as though it were one’s own) is forbidden.

Candidates must not, on any pretext whatsoever speak to or have any communication with any other

Candidates; such communication will be regarded as a breach of the Test regulations.

Candidates in the Test venue, who is found to have unauthorized materials in his/her possession,

shall be deemed to be in breach of the test regulations. All breaches of test regulations shall be considered

to constitute unfair practice. In case any candidate is found to be indulging in unfair practice, he will be

debarred from this and future exams of UPSC.

At the conclusion of the test, candidates must remain quietly seated and must not communicate with

one another till the entire test time has elapsed.

No candidate shall be permitted to leave Test Lab till expiry of the allotted time.

No candidate shall be allowed to go to the toilet during the last 30 minutes of the Test.

The candidate must abide by the instructions and such further instructions as may be given

by Supervisor/Invigilator of the Test. If the candidate fails to do so or indulges in disorderly or

improper conduct, he/she will render himself/herself liable to expulsion from the Test and/or such

other punishment as the Commission may deem fit to impose.

The candidate will furnish such necessary and correct information as may be required from

him/her in the Test Lab by the Invigilator/Assistant Supervisor/Supervisor/other persons so

authorized.

GENERAL

The candidate must note that his/her admission to the Test is strictly “Provisional”. The mere fact that an Admission Certificate has been issued to him/her does not imply that the candidature has been finally cleared by the Commission or that the entries made by the candidate in his/her application for the Test have been accepted by the Commission as true and correct. The candidate must note that the Commission take up the verification of eligibility conditions i.e. age, educational qualifications, community etc. with reference to original documents only of those candidates who qualify in the Recruitment Test. Unless the candidature is formally confirmed by the Commission, it continues to be “Provisional”. The candidate must also note that if
subsequent to the issue of Admission Certificate, ineligibility is detected at any stage before or after the Test or if the conditions prescribed in the Rules and Instructions given in the advertisement or any other additional information/documents called for at any stage are not complied with within the time specified therein, the candidature would be rejected. Common interview questions-very helpful

1. Tell me about yourself: The most often asked question in interviews. You need to have a short statement prepared in your mind. Be careful that it does not sound rehearsed. Limit it to work-related items unless instructed otherwise. Talk about things you have done and jobs you have held that relate to the position you are interviewing for.


2. Why did you leave your last job? Stay positive regardless of the circumstances. Never refer to a major problem with management and never speak ill of supervisors, co-workers or the organization. If you do, you will be the one looking bad. Keep smiling and talk about leaving for a positive reason such as an opportunity, a chance to do something special or other forward-looking reasons.

3. What experience do you have in this field? Speak about specifics that relate to the position you are applying for. If you do not have specific experience, get as close as you can.

4. Do you consider yourself successful? You should always answer yes and briefly explain why. A good explanation is that you have set goals, and you have met some and are on track to achieve the others.

5. What do you know about this organization? This question is one reason to do some research on the organization before the interview. Find out where they have been and where they are going. What are the current issues and who are the major players?

6. What have you done to improve your knowledge in the last year? Try to include improvement activities that relate to the job. A wide variety of activities can be mentioned as positive self-improvement. Have some good ones handy to mention.

9. Are you applying for other jobs? Be honest but do not spend a lot of time in this area. Keep the focus on this job and what you can do for this organization.

12. What kind of salary do you need? A loaded question. A nasty little game that you will probably lose if you answer first. So, do not answer it. If not, say that it can depend on the details of the job.

13. Are you a team player? You are, of course, a team player. Be sure to have examples ready. Specifics that show you often perform for the good of the team rather than for yourself are good evidence of your team attitude. Do not brag, just say it in a matter-of-fact tone.

14. How long would you expect to work for us if hired? Specifics here are not good. Something like this should work: I’d like it to be a long time. Or As long as we both feel I’m doing a good job.

15. Have you ever had to fire anyone? How did you feel about that? This is serious. Do not make light of it or in any way seem like you like to fire people. At the same time, you will do it when it is the right thing to do. When it comes to the organization versus the individual who has created a harmful situation, you will protect the organization. Remember firing is not the same as layoff or reduction in force.

16. What is your philosophy towards work? The interviewer is not looking for a long or flowery dissertation here. Do you have strong feelings that the job gets done? Yes. That’s the type of answer that works best here. Short and positive, showing a benefit to the organization.

17. If you had enough money to retire right now, would you? Answer yes if you would. But since you need to work, this is the type of work you prefer. Do not say yes if you do not mean it.

18. Have you ever been asked to leave a position? If you have not, say no. If you have, be honest, brief and avoid saying negative things about the people or organization involved.

19. Explain how you would be an asset to this organization You should be anxious for this question. It gives you a chance to highlight your best points as they relate to the position being discussed. Give a little advance thought to this relationship.

20. Why should we hire you? Point out how your assets meet what the organization needs. Do not mention any other candidates to make a comparison.

21. Tell me about a suggestion you have made Have a good one ready. Be sure and use a suggestion that was accepted and was then considered successful. One related to the type of work applied for is a real plus.

PROFESSION TAX EXEMPTION LIMIT UP

The budget has brought significant relief for low wageearning people by increasing the profession tax exemption limit from Rs 5,000 to Rs 10,000 a month. This means all those who earn under Rs 10,000 a month need not pay this tax. Profession tax was also being imposed on individual schools.The government has now decided to exempt from profession tax all such school and college units up to class XII.

Recession

The fear of a recession looms over the United States. And as the cliche goes, whenever the US sneezes, the world catches a cold. This is evident from the way the Indian markets crashed taking a cue from a probable recession in the US and a global economic slowdown.
Weakening of the American economy is bad news, not just for India, but for the rest of the world too.

So what is a recession?

A recession is a decline in a country's gross domestic product (GDP) growth for two or more consecutive quarters of a year. A recession is also preceded by several quarters of slowing down.
What causes it?

An economy which grows over a period of time tends to slow down the growth as a part of the normal economic cycle. An economy typically expands for 6-10 years and tends to go into a recession for about six months to 2 years.
A recession normally takes place when consumers lose confidence in the growth of the economy and spend less.
This leads to a decreased demand for goods and services, which in turn leads to a decrease in production, lay-offs and a sharp rise in unemployment.
Investors spend less as they fear stocks values will fall and thus stock markets fall on negative sentiment.

Stock markets & recession

The economy and the stock market are closely related. The stock markets reflect the buoyancy of the economy. In the US, a recession is yet to be declared by the Bureau of Economic Analysis, but investors are a worried lot. The Indian stock markets also crashed due to a slowdown in the US economy.

The Sensex crashed by nearly 13 per cent in just two trading sessions in January. The markets bounced back after the US Fed cut interest rates. However, stock prices are now at a low ebb in India with little cheer coming to investors.

Current crisis in the US

The defaults on sub-prime mortgages (homeloan defaults) have led to a major crisis in the US. Sub-prime is a high risk debt offered to people with poor credit worthiness or unstable incomes. Major banks have landed in trouble after people could not pay back loans (See: Subprime pain: Who lost how much)

The housing market soared on the back of easy availability of loans. The realty sector boomed but could not sustain the momentum for long, and it collapsed under the gargantuan weight of crippling loan defaults. Foreclosures spread like wildfire putting the US economy on shaky ground. This, coupled with rising oil prices at $100 a barrel, slowed down the growth of the economy.

How to fight recession

Tax cuts are the first step that a government fighting recessionary trends or a full-fledged recession proposes to do. In the current case, the Bush government has proposed a $150-billion bailout package in tax cuts.

The government also hikes its spending to create more jobs and boost the manufacturing and services sectors and to prop up the economy. The government also takes steps to help the private sector come out of the crisis.

Past recessions

The US economy has suffered 10 recessions since the end of World War II. The Great Depression in the United was an economic slowdown, from 1930 to 1939. It was a decade of high unemployment, low profits, low prices of goods, and high poverty.

The trade market was brought to a standstill, which consequently affected the world markets in the 1930s. Industries that suffered the most included agriculture, mining, and logging.

In 1937, the American economy unexpectedly fell, lasting through most of 1938. Production declined sharply, as did profits and employment. Unemployment jumped from 14.3 per cent in 1937 to 19.0 per cent in 1938.

The US saw a recession during 1982-83 due to a tight monetary policy to control inflation and sharp correction to overproduction of the previous decade. This was followed by Black Monday in October 1987, when a stock market collapse saw the Dow Jones Industrial Average plunge by 22.6 per cent affecting the lives of millions of Americans.

The early 1990s saw a collapse of junk bonds and a financial crisis.
The US saw one of its biggest recessions in 2001, ending ten years of growth, the longest expansion on record.

From March to November 2001, employment dropped by almost 1.7 million. In the 1990-91 recession, the GDP fell 1.5 per cent from its peak in the second quarter of 1990. The 2001 recession saw a 0.6 per cent decline from the peak in the fourth quarter of 2000.
The dot-com burst hit the US economy and many developing countries as well. The economy also suffered after the 9/11 attacks. In 2001, investors' wealth dwindled as technology stock prices crashed.

Impact of a US recession on India

A slowdown in the US economy is bad news for India.

Indian companies have major outsourcing deals from the US. India's exports to the US have also grown substantially over the years. The India economy is likely to lose between 1 to 2 percentage points in GDP growth in the next fiscal year. Indian companies with big tickets deals in the US would see their profit margins shrinking.

The worries for exporters will grow as rupee strengthens further against the dollar. But experts note that the long-term prospects for India are stable. A weak dollar could bring more foreign money to Indian markets. Oil may get cheaper brining down inflation. A recession could bring down oil prices to $70.

Between January 2001 and December 2002, the Dow Jones Industrial Average went down by 22.7 per cent, while the Sensex fell by 14.6 per cent. If the fall from the record highs reached is taken, the DJIA was down 30 per cent in December 2002 from the highs it hit in January 2000. In contrast, the Sensex was down 45 per cent.

The whole of Asia would be hit by a recession as it depends on the US economy. Asia is yet to totally decouple itself (or be independent) from the rest of the world, say experts.
